Highlight Alert Question

I am interested to know what the Flashing Highlight Alert is actually indicating. Should we infer that a single color is 'blown' or that the accumulated lightness is the problem. I notice for instance that if I photograph a red flower there is no alert but the enlarged histograms may indicate that the red sensor is being overwhelmed.
